There are two reasons Savion Williams is flying under the radar.
The first is simply that the Green Bay Packers have a ton of wide receivers.
The second is that they drafted a wideout before taking Williams in the third round, in the form of Matthew Golden in round one.
That means Williams is in a watch-and-learn kind of spot right now.
But he can make his money on gadget plays in the early going before developing into more. Williams certainly has the potential to be a great player down the road for the Packers.

What was Savion Williams' 40 time at the combine?
Savion Williams ran a 4.48-second 40-yard dash at the NFL Draft Combine.
He didn't partake in any of the other testing.

Savion Williams had a strong final season at TCU with a mix of receiving and running.
He caught 60 passes for 611 yards and six touchdowns.
He ran 51 times for 322 yards and six more touchdowns.
He also completed 3-for-3 passes for 22 yards and another touchdown.

Savion Williams pre-draft scouting report
This is what NFL.com's Lance Zierlein wrote about Williams, comparing him to Cordarrelle Patterson:
Developmental wideout who offers an alluring blend of physical gifts and untapped potential. Williams is big, strong and fast but very raw as a route-runner and is unreliable with his hands. His production is uneven as a traditional wideout, but he adds a dynamic kick to the offense as a gadget runner and as a catch-and-run option underneath. He excels on power sweeps and is willful enough for consideration on short-yardage and goal-line carries on direct snaps. The ball skills can be hit-or-miss. but there are flashes to work with on tape. The difference between “siren song” or “pot of gold” could rest in Williams’ technical development and the creativity of his play-caller.
And NFL.com listed a scout with this description of Williams: “It’s so hard to not fall in love with all of his traits. Worst-case scenario you let him return kicks and find a way to get the ball in his hands five or six times per game on offense.”
