However, he's off to a quiet start in the Week 16 game against the Philadelphia Eagles. Here's why.

Yes, Samuel is active and healthy, he just wasn't targeted on the team's first drive.
There wasn't much of an opportunity for anyone to get going, as the Commanders recovered an Eagles fumble deep in their territory and quarterback Marcus Mariota completed just one pass before Washington settled for a field goal.
