Yes, Kelce is active, healthy and in the lineup, he just hasn't connected with Patrick Mahomes yet.

Kelce has been targeted twice, but both passes fell incomplete. Mahomes threw an easy pass behind Kelce on one of the targets or else the tight end would have a catch by now.
