That was by design. Mitchell Trubisky came in from there.
With the Bills taking on the Jets in Week 18, it was the last game at Highmark Stadium before moving into a new home, yet the Bills had Allen on the sideline.

Why isn't Josh Allen playing for Bills?
The Bills are protecting Allen before the playoffs.
He's dealing with a right ankle injury, and Buffalo could only either get the 6-seed or 7-seed with their result on Sunday.
That's not enough reason to put Allen at risk.
He played the first snap to extend his consecutive games started streak to 136.
Allen handed off to James Cook, then left the game.
Trubisky got to work from there, and the Bills were having no problem beating the Jets even without Josh.
