That total of 37 penalties in a game came in 1952 between the Chicago Bears and Cleveland Browns.
There was a 1976 Seattle Seahawks game against the Buccaneers that had 39 called penalties, but only 35 accepted.

What's the most penalties by one team in an NFL game?
The most penalties by a single team in an NFL game was the 23 by the Oakland Raiders in 2016.
The announcers on TNF remarked about this and essentially were like, "Of course it was the Raiders."
