According to reports, Borussia Dortmund and Wolves have agreed on a transfer fee of around €25 million, which translates to approximately £22 million.
The Portuguese striker has also agreed to a long-term contract with the German side and is set to travel to Dortmund for a medical.
The transfer is a major step up for Silva, who will now have the opportunity to play in the Champions League.
The move to a major European club is a clear indication that he is highly rated by the German side, and he will be looking to prove himself on the biggest stage.

Why it didn't work out for Fabio Silva at Wolves
Silva's time at Wolves was a difficult one, as he struggled to live up to the immense pressure that came with his £35 million transfer fee.
The striker, who was only 18 when he joined the club, was unable to secure a regular place in the team and spent the majority of his time at the club on loan at Anderlecht, PSV Eindhoven, Rangers, and Las Palmas.
During his 72 appearances for the club, the Portuguese international scored just 5 goals and provided 6 assists, which is a poor return for a striker of his calibre.
The general consensus among fans and experts is that he did not fit the team's style of play, and he struggled to adapt to the physical nature of the Premier League.
The move to Borussia Dortmund is a chance for Silva to get his career back on track and prove that he can still be a top player.
