Harvey Elliot shone for the England U21s in their victorious European Championship campaign over the summer.
However, the midfielder was left on the bench for Liverpool's opening Premier League game of the season against Bournemouth.
Elliot was a bit-part player last season for the Reds, despite showing glimpses of magic, which included the winner against Paris Saint-Germain in the Champions League.
He needs to secure regular game time, and this could come in the Bundesliga.
Florian Plettenberg of Sky Germany posted on X: "Leipzig have agreed personal terms with the 22 y/o playmaker Elliott. #LFC keen to let him go with a suitable offer."

The Bundesliga has been a great finishing school for young English players
Jude Bellingham, Jadon Sancho, and Jamie Gittens all chose Borussia Dortmund as the club to further their development.
Elliot is choosing his path by heading to RB Leipzig, but they need a player like him, with Xavi Simons set to join Chelsea.
Leipzig narrowly missed out on European qualification last season, finishing seventh in the Bundesliga.
The club will be in a transition period, having also let Benjamin Sesko join Manchester United this summer.
