But the RB they call Bill was deemed good to go, and he still wasn't seeing much action.

He's just not playing much.
Through the first 14 RB snaps, JCM only had two of them.
Chris Rodriguez Jr. had been in for 10 snaps early on. Jeremy McNichols also had two snaps in that stretch.
Until Bill gets more playing time, he's hard to count on for fantasy football managers.
But the Commanders clearly feel like they have a well-rounded backfield that they can mix it up with. It's just less fun for the rookie JCM than expected.
